The BC Energy Regulator is self-funded through the application of industry fees and levies. We are accountable to the provincial legislature and the public through the Ministry of Energy, Mines and Low Carbon Innovation.
At the beginning of each year, we prepare a Three-Year Service Plan to the Ministry of Energy, Mines and Low Carbon Innovation as required by OGAA and the Budget Transparency and Accountability Act, that commits us to performance targets for each year.
At the end of each year, we submit to the Minister, an Annual Report on our performance against the Three-Year Service Plan. The Annual Report also includes our annual audited financial statements and is tabled in the British Columbia Legislature.
We also prepare an annual Financial Information Act Report and Statement of Executive Compensation.
Additionally, the BCER adheres to the Public Interest Disclosure Act (PIDA) and has the following PIDA Policy and Procedure, as well as a Safe Disclosure Policy and Procedure.
Each year our Board Chair and Directors, and the Minister of Energy, Mines and Low Carbon Innovation sign a Mandate Letter setting out government’s overarching priorities and at a high level, the government’s expectations of the BCER. We articulate our corporate strategy through the long-term goals, objectives, and activities documented within the Strategic Plan.
